National Bankers Association's Statement in Support of Community Banking Provisions Included in H.R. 6644

WASHINGTON, D.C.- May 15,2026- The National Bankers Association (NBA) applauds the inclusion of several bipartisan community banking provisions in the updated Housing package, H.R. 6644 entitled “21st Century ROAD to Housing Act”, sponsored by House Financial Services Committee Chairman French Hill (R-AR) and Ranking Member Maxine Waters (D-CA). 


The legislation includes meaningful reforms designed to strengthen community and mission-driven financial institutions by reducing unnecessary regulatory burden, expanding access to stable deposits, improving flexibility for smaller banks, and encouraging new bank formation. These provisions recognize the important role community and mission- driven banks play in supporting small businesses, increasing access to credit, and driving economic growth in underserved communities. 


The NBA particularly supports provisions that modernize the treatment of custodial and reciprocal deposits, enhance supervisory flexibility for small institutions, strengthen transparency and accountability in the wake of bank failures, and create new mentorship opportunities for community and mission-driven financial institutions. 


At a time when communities across the country continue to face affordability challenges and limited access to capital, it is critical that policymakers support a diverse banking ecosystem that allows local institutions to compete, grow, and continue serving the communities that rely on them most. 

As the legislation continues through the legislative process, the NBA looks forward to working with congressional leaders and policymakers to help advance provisions that strengthen mission- driven banks and expand economic opportunities nationwide.
